Only 57,500 proof sets were issued in 1951. I note in all my books how 1. The low mintages, 2. Poor production quality, and finally 3. Inferior packaging (the box sets) all conspire to make these earliest Franklins extremely rare in high grade PF condition.
If you check the most recent NGC Price Guide, you will note a generic 1951 NGC PF 67 Franklin is valued at $2,500. However, a hand-selected hand signed RT 1951 NGC PF 67 is valued at $3,400.
This PF 67+ is extraordinary. NGC has certified only 23 examples. Many of those would not be Signature Series quality due to unattractive toning, etc.
